Broads Plan 2004
The Broads Authority is required to produce a management plan for the Broads - known as the Broads Plan - and review and update it on a regular basis.While the Authority is responsible for its production, the Broads Plan is a plan for everyone with a stake or interest in the future of the Broads. Its successful implementation depends upon a shared vision and a sense of common ownership between the Authority and its many partners.
The current Broads Plan was published in 2004. It sets out a vision and long-term (20-year) aims for the future of the Broads, and short-term (5-year) objectives to be addressed during the lifetime of the supporting Action Plan. Broads Plan 2004 is available to view on our Publications pages.
Broads Plan review
The Broads Plan is currently under review. A draft Broads Plan 2011 has been prepared following a review of Broads Plan 2004 and consideration of the issues, challenges and opportunities facing the Broads now and in the future - in particular, the impacts of climate change and sea level rise. The draft plan sets out a Vision for the Broads to 2030, together with long-term aims and short-term objectives under a range of themes including landscape and cultural heritage, biodiversity, management of the navigation, promoting understanding, sustainable tourism and recreation, and development and sustainable communities.
Consultation on the draft Broads Plan took place from 7 June to 13 August 2010 and responses are now being analysed. All responses will be published here shortly. To view the draft Plan, click here: Draft Broads Plan 2011 (pdf document) [1.5mb].
Broads Plan: Sustainability Appraisal
As part of the Broads Plan review we are undertaking a Sustainability Appraisal (SA), a process to evaluate the social, environmental and economic implications of the plan. The SA will incorporate a Strategic Environmental Assessment, a requirement under the SEA Directive (2001/42/EC) for all plans and programmes likely to have significant effects on the environment, including “areas or landscapes which have a recognised national, community or international protection status”.
A final SA will be published alongside the adopted Broads Plan. To date, consultation has taken place on a scoping report and on a draft SA.

State of the Park Report
The Authority produced its first State of the Park Report in July 2007. The Report collects together baseline information about the Broads and sets out key performance indicators and targets. The report will help the Authority and its partners monitor the implementation of the actions in the Broads Plan. It will also help identify trends and changes affecting the special qualities and character of the Broads, and influence future change and new strategies and policies.
