Applying for Planning Permission
From 28 March 2008 the Broads Authority will only be using the Standard National Planning Application Form (1APP) for planning applications. 1APP has been developed by the Government and is compulsory for all Local Planning Authorities across the country from 6 April 2008. The forms are designed to be filled in online, but copies can be printed out to fill in manually.
1APP provides forms for all the different types of planning application. By completing the forms online the Planning Portal will automatically select the correct form. If you wish to complete the forms manually you will have to select the form you require from the list of forms that the Planning Portal provides.
When you apply online at the Planning Portal the forms, plans and supporting information will automatically be emailed to us. The Planning Portal allows you to create, manage and submit your planning applications from your computer.
Alternatively, you can print the relevant 1APP form directly from the Planning Portal and complete it manually and post it to us. You can use the links on this page to the Planning Portal. There are also links to the 1APP forms directly from the Application Forms and Guidance page.
You can also use the Planning Portal to:
- Identify the local authority for a development site
- Check planning restraints relevant to your parish (if development plans are available online)
- Create and submit your application.
The Planning Portal saves your applications so you can return to your work at any time - your applications are available from any internet-connected computer at any time. All the supporting documentation you need to supply can be attached electronically. You can also use the Planning Portal to create and attach a site location plan.
The Planning Portal also offers simple but powerful workflow tools to allow clients to coordinate their application submission process. All applicants in the Broads Authority area can use this service by registering with the Planning Portal.
Whichever way you chose to submit your application, guidance notes are available on our Application Forms and Guidance page to assist with the completion of the forms. There is also an Application Validation Checklist setting out what supporting and additional information will be required. Please contact us if you need any further advice or information. Other consents that you may need
If you are the owner or occupier of a Listed Building you may need Listed Building Consent to carry out external or internal works and alterations to that building. Listed Building Consent may be required even when planning permission is not needed. If your property is within a Conservation Area, further requirements may apply and consent may be needed for some works, including demolition.

With effect from 1 October 2008, you will be required to complete and submit a standard application form for all applications to fell or prune trees which are protected by a Tree Preservation Order or Works to Tree in a Conservation Area. Consequently the Broads Authority can only accept applications for work to trees subject to a Tree Preservation Order or Works to Tree in a Conservation Area on the new standard application form. The standard application form can also be accessed through the Planning Portal.
An important element of the new procedures is the requirement to provide specific information in support of applications for work relating to trees which is required because of their condition or the damage they are causing to property. Guidance Notes are provided to assist you in this matter. The Regulations also introduce a new fast-track appeal system. Inspectors will only be able to consider the information provided with the original application; there will be no written representations procedure available.
The current version of the Planning Portal leaflet, Protected Trees: A Guide to Tree Preservation Procedures, has been withdrawn. A new edition of this guidance and information for tree owners will be available on the Planning Portal website and from the Communities and Local Government website in the next few days.
You may also need Building Regulations approval for work that you propose. You should contact your district, borough or city council for this service.
