Examination of the Local Plan for the Broads 2018

Full Authority, on 16 March 2018, resolved to submit the Local Plan for the Broads to the Planning Inspectorate for examination in public.

The Local Plan was sent to the Planning Inspectorate on 19 March 2018, and the examination process is now underway. Please check this page regularly for news and updates. All examination documents are in the Examination Library (see below). A paper copy of all documents may be viewed at the Authority's head office.

Consultation of modifications to the Local Plan

Following the close of public hearings in September 2018 the Inspector has written to the council advising what modifications are likely to be required in order for the plan to be found ‘sound’. 

A consultation on these modifications runs until 4pm on 15 March 2019.

This consultation is not an opportunity to re-state previous representations, as these have already been considered as part of the examination. This is also not an opportunity to raise new objections to the submitted Local Plan. This consultation is purely on the modifications and it is only these which are available for comment.

Main Modifications

Responses to this consultation will be considered by the Inspector before she prepares her final report on the Local Plan for the Broads.

Local Plan: An updated PDF version of the Local Plan which highlights all of the main and additional modifications proposed (for reference purposes only).

Sustainability Appraisal

The Modifications Consultation Sustainability Appraisal Report is also available to comment on. The changes to the report reflect the changes to the Local Plan and are marked up in a similar way to the Local Plan.

Habitat Regulations Assessment

The Habitat Regulations Assessment has been republished in full to take into account the proposed Main Modifications and is subject to consultation alongside the Main Modifications.

Additional Modifications

Alongside the consultation on Main Modifications, the Authority has also published a number of proposed ‘Additional Modifications’ which it wishes to make to the plan prior to adoption. These ‘Additional Modifications’ do not materially alter the policies of the plan and are generally minor clarifications, consequential amendments associated with the Main Modifications and corrections of factual errors in the supporting text of the plan. The Authority would welcome any comments on these additional modifications.

Policies Maps modifications

A number of changes are also proposed to the Policies Maps to take into account ‘Main Modifications’ and ‘Additional Modifications’ and to correct other errors noticed since publication. A schedule of policies map changes has been published together with revised policies maps incorporating the proposed changes. The Authority would welcome any comments on these modifications.

Planning Inspector

The Planning Inspector is Ms Katie Child BSc (Hons) MA MRTPI. Her task is to examine the soundness of the Plan and whether it meets the requirements of the Planning and Compulsory Purchase Act 2004 and associated regulations.

Programme Officer

The Programme Officer for the Examination is Lottie Carlton (taking over from Maria Conti). In this capacity she is acting as an independent link between all parties and the Planning Inspector, and is the first point of contact on all Examination matters. She is available 9am-5pm, Tuesdays to Fridays, and Mondays to Fridays during the two examination weeks.
