Briefing on navigation charges for 2026/27
As part of the process for setting next year’s navigation charges, our Chief Executive John Packman has produced a briefing note which outlines the current position and some factors for members to consider in future discussions.
The headline summary is that last year’s switch in the apportionment of operational costs from the Navigation budget to the National Park, plus a lower-than-expected staff pay rise, has more than offset the reduced income from a drop in the number of boats on the Broads.
This has put the navigation budget in a healthier position. A proposed increase in tolls of 2.5% (below the current level of inflation which is 3.8% to 4.6%) would leave the Authority in a stronger position for the upcoming year and the following two, even with our anticipated reduction in boat numbers, and would also be more palatable for toll payers.

The next step is the Tolls Briefing workshop which is planned for 7 October 2025 and includes all members of the Broads Authority Board and Navigation Committee. This is followed by a formal consultation with the Navigation Committee on 6 November 2025.
A final decision regarding the charges will be made by Broads Authority Members on the 28 November 2025.
